When the turbine-generator shaft is rotating very slowly, or during start-up and shut-down phase, the normal lubricating oil supply cannot ensure an adequate hydrodynamic oil wedge to prevent bearing damage / breakdown. The jacking oil pump generates a lubricating film between shaft and bearing.
